How the score is computed

The composite score is a transparent weighted sum across detector outputs:

  • recusal_findings × 5 — Tier D NRS 281A.460 conflict-of-interest signals where a legislator voted on a matter despite a known business or contribution relationship with the affected party.
  • quid_pro_quo_chains × 4 — Tier D money-flow chains where money OUT to a lobbyist + that lobbyist's representation of a client + that client's contribution IN to the legislator + the legislator's vote-aligned action all connect within a window.
  • recusals_high_dollar × 3 — bonus for any recusal where the contribution amount exceeded $5,000.
  • recusals_vote_aligned × 3 — bonus for recusals where the vote actually aligned with the donor's interest (rather than counter-aligned).
  • donor_concentration_hhi × 100 — Herfindahl-Hirschman Index of the legislator's donor base. HHI > 0.25 is the U.S. DOJ "highly concentrated" antitrust threshold.
  • top1_donor_share × 50 — what fraction of total contributions came from a single donor.
  • benford_chi (capped 30) — chi-square distance from the Nevada-statewide first-digit baseline distribution. High values flag possible amount-fabrication or rounding patterns.

What it does NOT include (yet)

  • NRS 281A.420 ethics-disclosure compliance (pending — see FOIA pipeline NV Commission on Ethics records request).
  • Federal-level money flows for legislators with federal-office histories (pending FEC import).
  • Spousal or LLC-bundled donor patterns (pending shared-officer + address-cooccurrence cross-reference).
