Why this page exists
NRS 294A.220 requires every candidate and political committee to disclose every expenditure made from a campaign account. Each line of those reports is public. But disclosure happens at the candidate level — each campaign reports its own spending, and no one is required to publish the cross-campaign view. The pattern only emerges when you aggregate all reports together and ask: who is being paid by everyone?
The answer is a small, coordinated ecosystem of consulting firms, media buyers, mail printers, and digital-targeting shops — most based out of state — who recur across dozens of candidates and committees. The bipartisan column below is the most informative: a firm that produces mailers for Democratic candidates while also producing mailers for Republican candidates is, structurally, a single coordination point. The candidates may attack each other in public; their consultants share an office. This is not by itself wrongdoing — but it is the architecture inside which apparent partisan competition operates. The public has a right to see it.
Source: every record is from cf_expenditures on the Nevada Secretary of State campaign-finance database. Vendor identity comes from cf_contributors.payee_id. Vendor types are heuristically classified from name patterns and may be imprecise; treat as a starting point. The "bipartisan" flag is conservative — it requires at least one Democratic AND one Republican candidate-client (group / PAC clients are not party-coded). Multiple cf_contributors records that share a normalized name + state are consolidated into a single firm entry.
Cross-listed entities: ~22 union committees appear on both this page (as expense recipients of in-kind canvassing/staff payments) and /unions/ (as labor donors). UNITE HERE State & Local Fund Nevada, SEIU Local 1107 COPE, Culinary Workers Union Local 226, Operating Engineers Local 3, and Laborers Political League are the main dual-role entries. The pattern is structural: union political-action funds both contribute to candidates AND receive in-kind expenditure flow back from those candidates' committees for canvassing operations.
National-money penetration
When NV campaigns spend money, where does it actually go? Of the $571,452,390 paid to identified vendors (excluding PACs and party committees) since 2019, 62.6% ($357,972,099) leaves Nevada — against $213,480,291 that stays in-state. NV politics is structurally dependent on out-of-state media buyers, strategy firms, and digital-targeting shops. This is the parallel signal to Paul Mitchell's research-map finding (~83% inbound funding from out-of-state); we measure the outbound vendor flow.

Per NRS 294A, every committee must designate a contact responsible for filing reports. When the same name appears across many committees, that person is the financial-infrastructure spine for whatever ecosystem those committees serve — the human router for who-pays-whom decisions. This is not by itself wrongdoing; it is disclosure made visible by aggregation.

Notes on Paul's Network-of-Networks v2 vendor list
Paul's research map names eight political-consultant firms as top recipients: Dawson & Company, Relay Strategy, The Strategy Group, SKDKnickerbocker, Shade Tree Strategies, Media Nevada, Nevada Political Strategies, and Breakthrough Campaigns.
Five of Paul's eight named consultants are absent from NV cf_expenditures. Three of those five (Dawson & Company, Relay Strategy, Shade Tree Strategies) are also confirmed absent from FEC schedule_b under those names — so they're not federal-only filers either. They may be (a) operating under different LLC / dba names, (b) defunct or rebranded, or (c) misidentified in the original research artifact. The remaining two (Nevada Political Strategies, Breakthrough Campaigns) hit FEC API rate limits on first probe and are pending re-verification. The data we do have surfaces a much larger consulting ecosystem than Paul's map listed — see the bipartisan-firms section above.
