Existing law establishes requirements for the registration and practice of a person as a document preparation service. (Chapter 240A of NRS) Existing law requires the Department of Motor Vehicles to maintain certain public service windows or locations dedicated to serving document preparation services conducting transactions on behalf of clients. (NRS 481.062) This bill requires the Department to immediately cease the use of any existing electronic system of the Department for the scheduling or granting of appointments for document preparation services that: (1) denies or limits the ability of a document preparation service to schedule or receive an appointment based solely on certain factors related to the longevity of the document preparation service; or (2) grants certain document preparation services more favorable or expansive access to appointments or the ability to schedule appointments for reasons unrelated to misconduct.
