Existing law authorizes a board of county commissioners in a county whose population is 100,000 or more (currently Clark and Washoe Counties) to create the office of registrar of voters and make appointments to the office. Upon appointment, a registrar of voters assumes, with certain exceptions, all powers and duties vested in and imposed upon the county clerk with respect to elections. (NRS 244.164) Section 1 of this bill removes the requirement that a county have a population of 100,000 or more to be authorized to create the office of registrar of voters. Removal of the population requirement authorizes any county to create the office of registrar of voters.
